Applicants must be 18 years old and have a high school diploma or GED, as well as 30 hours of college level credits. The applicant must complete the courses consecutively, without breaks; he also must have computer knowledge. Applicants must attend a seven-week, on-site observation that takes place at several locations. Applicants then take the Train Dispatcher Aptitude Test, have an interview with professionals from the dispatch center and take a physical examination, including drug testing and color blindness testing.
Students learn the Railroad General Code of Operating Rules in a classroom setting, including terminology, operations and rules. After completion of the classroom course, students then take part in an internship and travel to several BNSF terminals, observing signal maintainers, section forces and track workers. Students also ride along in trains to meet conductors and engineers, as well as learn railroad operations and territories.
Employment with BNSF requires employees to be 18 years old, obtain a high school diploma or GED and submit to drug testing and a criminal background check. Employees must read and write English, work at least a 40 hours with possible overtime and be willing to relocate. Applicants must have computer knowledge, able to distinguish colors on a computer screen and complete a college program at a BNSF-approved college, like San Bernardino Valley College in California. CSX will pay for all travel expenses, hotel or lodging and meals, according to the collective bargaining agreement.

JESSUP — A new dispatch system at the Lackawanna County Center lets officers in the field almost instantly access critical information during emergency calls, making their jobs safer and more efficient, officials said.
Parked outside the center Wednesday afternoon, Scranton police Lt. Leonard Namiotka scanned a color-coded list of emergency calls displayed on a computer mounted in his patrol vehicle. From his front seat, Namiotka can pull up a live map showing active incidents and the location of other officers. He also can use the computer to access information when responding to an incident, such as the number of times police have been called to an address or if a suspect possesses a gun permit.
The new system "gives call takers and dispatchers the information and tools necessary to make critical decisions quickly," Hahn said. Standing in front of several large maps, monitors and computers running the system at the center, CAD system Supervisor Thomas Taylor explained some the new resources it provides. If an injured person requires an advanced life support unit, for example, a dispatcher can use the system to request such a vehicle. The system then will identify the closest such unit and provide an estimate of when it will arrive on scene, Taylor said, noting the system takes speed limits, road closures, one-way streets and other factors into account when identifying the nearest first responders.
The system also uses GPS technology to provide dispatchers with a live Lackawanna County map showing police and EMS units in the field — the same map Namiotka and other officers can access from their cars. There are now 15 police departments in the county, including Scranton, using the mobile CAD software, Hahn said.
Scranton police Chief Carl Graziano praised the new CAD system and the mobile software for making his officers' job safer by equipping them with more information more quickly. Hahn said. Hahn hopes Lackawanna County won't have to pay for it this time. Department representatives, along with their counterparts from Carbon County, Lehigh County and the city of Bethlehem, are negotiating with the Pennsylvania Emergency Management Agency for the state to fund the improvements as a regional project. Northhampton County may also participate.
The state now collects money from telephone fees that used to go into county coffers for upgrades and earmarked the funding for regional emergency management projects, but it is too early too say for sure if the agency will fund the regional dispatch enhancements, said PEMA press secretary Ruth Miller.
PEMA plans to establish an advisory board in December that will set program priorities and create formal application and approval processes, and other counties also approached the agency with regional project proposals. Still, state officials are receptive to what Lackawanna County and its southern neighbors are trying to do, and the group has already been meeting with Robert Mateff, the agency's deputy director forabout the plan.
Miller said. We believe this approach is one that will be a positive one for counties that want to participate and build redundancies to improve the network across Pennsylvania.
Lackawanna County's current system allows dispatchers to quickly pull up maps, look up information like business addresses and create detailed records of each emergency response. Jerry Beilman, Lackawanna County's geographical information system supervisor, is always trying to add new information to its mapping system.
He is currently working on mapping out all of the county's fire hydrants. The newer dispatch system would allow police and firefighters to better use that information by allowing responders to gain direct access to the county records system if their vehicles are equipped with mobile data terminals.
We'll be able to send out whatever information we have. If we have a wanted person, we're going to be able to send a photograph of that person right to them. They're going to be able to run their own license plates out in the field so they don't have to call in by radio. Any agency that wants to invest in computers for their police cars or firetrucks could participate, and dispatchers could also use the system to track locations of police cars and firetrucks with the mobile data terminals from the Jessup hub.
